We do not treat it as a rehosting destination. Lifting an application that was never designed to scale horizontally into a virtual machine in Azure produces a larger bill and the same bottleneck.
Landing zones, networking and identity first; workloads second. The migrations that go badly are the ones where the identity model was left until after the applications had moved.
