When we would argue against it
A general-purpose language makes it possible to write infrastructure nobody else can follow. Terraform’s constraints are a feature on a team that will change hands, and most will.
What it looks like in delivery
Chosen when a client’s platform team is fluent in the language and wants to test their infrastructure code properly. Otherwise Terraform, for the sake of whoever inherits it.
